4.2 Administrative Cooperation Group (AdCo-CPR)

4.2      Administrative Cooperation Group (AdCo-CPR)

4.2.1     The Administrative Co-operation Group for the market surveillance of construction products (AdCo-CPR) is composed of representatives of Member States' market surveillance authorities and operates as a core governance mechanism under Article 11 of Regulation (EU) 2019/1020. The group was established to pursue the following objectives:

  • the exchange of information between Member States' authorities concerning national market surveillance mechanisms and adopted solutions to enhance market surveillance activities;
  • the achievement of a uniformly high level of enforcement of CPR 2011 and CPR 2024 across the single market;
  • the facilitation of cross-border joint enforcement actions, mutual assistance protocols, and coordinated marketplace sampling campaigns;
  • to reduce the overlapping of national surveillance operations;
  • to diffuse good market surveillance practices and harmonise technical interpretation regarding digital documentation, Declaration of Performance and Conformity (DoPCD) datasets, and Construction Digital Product Passports (DPP); and
  • to exchange views and solve practical, technical, or environmental compliance problems.

4.2.2     The Department of Housing, Local Government and Heritage (DHLGH), in coordination with the NBCMSO, participates at AdCo-CPR meetings to represent Ireland’s enforcement framework. Market Surveillance Authorities are encouraged to communicate their experiences, inspection findings, and laboratory test data to the Department and the NBCMSO coordination team to facilitate this upward feedback and ensure active participation in Union-wide enforcement priority-setting.
